Debian has packaged subsurface and libdivecomputer in wheezy (testing) 
and sid (unstable). I looks like they will be in the next ubuntu 12.10 
(quantal) too. For now, you can maybe just use the debian packages out 
of the box on ubuntu? I know very little about packaging :-(
