AFAIK those characters are only provided for round-trip compatibility 
with certain East Asian characters sets, and should not be used in 
newly-written content.

For right-to-left scripts, there are control characters to mark a 
section as left-to-right.  I'm not quite sure how vertical scripts are 
handled, though if we want to support those, properly rendering SI unit 
symbols is among the lesser problems.
