[PATCH 1/2] Provide a method to use unicode command line arguments on Windows

yet another fix...please use this version instead.
subsurface_command_line_init() now has a better check if the unicode
command line conversation actually fails.

when a command line argument is faulted we write an empty string
literal ("\0") in its place and report the error.
this way none of the argv elements will be NULL.

a blank filename will be reported as normal "file error" instead of a
possible crash when passing NULL argument to some functions.
