pretty extensive on windows 7, but as i said earlier i really wouldn't
mind someone giving it at go on windows xp at least.
i think this should be portable back to windows versions/updates from 2003.

i've tried loading all types of different file configurations with it.
testing was done on opening / saving / importing.
also trying files that have only one unicode character in their names,
full unicode names, wildcards, wildcards and single files in the
argument list, list of files where there is only one unicode file
name, etc.

i may have missed something again, so testing by more than one person
would be much better.
