Looking back into our own mail archive, I think I now understand what
your problem may be (and that is an omission in our documentation it
seems).

In order for irda devices to work you appear to have to call

sudo irattach irda0 -s

in order to connect the new device to the irda utilities...

I don't have such a device so I had forgotten about it.

Can you try and confirm, please?
