Speaking of criteria ... is there a accessible set of criteria?

For what it's worth, probably not much, I don't think end users would
consider 4.0 to be significant if Qt was the primary change (yes I know
there are others).  I WOULD definitely see a major release being to add new
features such as some of the enhancement requests around equipment and
diver information.  Just my 2 cents to be ignored :)
