The Windows builds on the libdivecomputer website are all build with the 
mingw compiler. Personally, I use mingw as a cross-compiler and build 
the Windows binaries on my linux machine, but building on a Windows 
machine should work equally well. But being a linux developer, a cross 
compiler is simply more convenient :-)

I believe mingw is also used for the Windows builds of subsurface.
