Unless I'm mistaken, Fredrik sent the patch using Mutt.

To quote muttrc's manual page, [send_charset] "A colon-delimited list of
character sets for outgoing messages. Mutt will use the first character
set into which the text can be converted exactly." I've configured
send_charset as "us-ascii:iso-8859-1:iso-8859-15:utf-8".

As far as I understand, because of some unfortunate fallbacks in Mutt's
configuration, send_charset also affects attachments unless
attach_charset option is explicitly set. Fortunately Mutt guesses
attachments mime-type and charset when the first is first attached. This
means you can manually set the charset before you fire away your email.
Once you've attached the patch, select the attachment file, press ^T to
edit its mime-type, replace charset with "utf-8" and choose not to
convert the file in selected charset.
