3.1.2 -- I have two new translations

While I wasn't planning another release this quickly, I have two new
translations: Estonian (HUGE demand - not) and Chinese (Taiwan). I had a
few requests for Chinese in the past so I'm tempted to simply cut new
binaries and call them 3.1.2 - we had no functional patches since 3.1.1,
but it is bad practice to have different binaries with the same release
number out there...

Thoughts?
