User manual not available if browser language not english

I have noticed the same issue when browser language was english. To access
the user manual you need to select Documentation -> Subsurface 3.1.1 User
Manual. Naturally the link you mention should also be fixed... I guess the
manu is not even accessible with touch screen devices.
