Subsurface 3.1 is now in Debian testing

Subsurface 3.1 is in Debian testing as of May 27th [1]. Almost all the
distribution specific patches [2] are gone, thanks improvements that were
made in the 3.1 Makefile. That's cool.

subsurface 3.0.2 is a stable and functional release that should be
promoted to unstable and testing.
subsurface depends on libdivecomputer, which needs to be promoted first.
