trac user accounts

I've added the ability to register accounts on the trac site.

Those of you who respond to tickets, please create an account and use
that when you respond.

Oh, and if others are interested in getting involved, we have a
subsurface-trac mailing list where you get notified of all activity on
the trac site.

PS: yes - this will soon get https login - I'm trying to get my SSL
wildcard certificate :-(
