I can reproduce this on Windows but not Linux (both Russian locale).
Steps:

- Start with no datafile
- Plan first dive: 10m 10', 10m 10'
- Save, Close and Restart application
- At this point no notes for the dive (!). 
- Plan second dive: 10m 10', 10m 10'
- Save, Close and Restart application - no dives at all
- Try to open file - Error parsing
