I have no windows machine currently at my displosal (let alone one with a 
working compiler toolchain) so I cannot check.

When I wrote this last night, I only stumbled over libcurl while googling 
to understand how to do it in libsoup. On their webpage they stress at 
several points that they made quite an effort to make libcurl platform 
agnostic and from their download page http://curl.haxx.se/download.html 
there is a long list of OS flavours for which they offer downloads. And at 
least on my mac it was a matter of two command line commands (where the 
first was only used to find out the package is called curl and not 
libcurl in macports). So I assumed things would be as simple also for 
other OSes. I don't know what the exact problem was in your case but if 
you google "libcurl windos" there are a number of success stories.
