i've never tried building subsurface from linux with a crosstool
compiler, so unfortunately cannot help much. i guess it is a choice of
a good toolchain, but marble uses cmake and overall the build is quite
complicated and shell dependent, so i'm not sure this will work very
well.

libxml and smaller libraries should not be a problem...

here is an interesting post that recommends a tool called MXE, but i'm
not sure if you are already using it:
