[PATCH] User manual: Text explaining user survey

     User manual: Text about the user survey

     This patch adds a short paragraph of text to the manual to explain
     the need of and the use of the user survey

I inserted the text right at the beginning rather than putting it at the 
end of the user manual.
I hope its ok.
