general question regarding patch submission

Hi,

I am an aspirant of GSoC 2014. Can someone please clarify my doubt
regarding patch submission. In subsurface website, I found that "two
patches" must be submitted and accepted for a student to be considered.
Does these patches need to be related to bug-fixes or can the patches
related to adding new features and addressing TODO lists meet the two-patch
rule requirement?
