Debian build broken

Then the INSTALL file is missing packages. This build was on a newly
created VM with a minimal package set.  I.e build-essential plus
the packages listed in the INSTALL file.

Sorry, I am playing dumb here since that is only way to check that
installation and build instructions are up to date.
