Yes, they used to be built on a Fedora box using the mingw tools and
libraries they provide. But those got more and more broken, especially Qt.
So a few months ago I switched to building them on Ubuntu with EVERYTHING
built from source. Every single library. It's a somewhat convoluted and
complex setup and not something that I think would make sense to document
(I'd have to spend quite some time to clean things up, first).

There is a script in packaging/windows that shows how to cross build on
Fedora. And of course the makensis script is included there as well.
