Cannot download dives on Win 10

Following my earlier post regarding problems in downloading dives on OSX, I
am now trying to do the same on a windows 10 machine and having the same
problem.
I get the error "Insufficient privileges to open Hollis DG03". The device
or mount point is an empty string.

What can we do to make  SubSurface troublefree after a default installation
without tinkering with the OS?
