RFC: Dive site UI

wait,  wait, wait.

As Dirk already know, and a few others may have read, I'm starting a
*massive* change on the subsurface UI
it's currently 100% nonfunctional, but I can send the branch for the brave
ones that wanna *look at it*, and for those
that wanna take a look, please spare the cursing, as it's currently 100%
non functional.

my plans for it are:

1 - Simplify the code base
2 - Simplify the interface
3 - Make currently complex actions simple
4 - Still be powerfull for power users, but simple by default.

So, with all that in mind, the RFC currently doesn't fits on the new UI,
mostly because there's a dedicated area
for dive site handling there.
