You don't have permission to open the usb device. You'll need to add a 
udev rule for your dive computer. For example:

echo 'SUBSYSTEM=="usb", ACTION=="add", ATTR{idVendor}=="c251", 
ATTR{idProduct}=="2006", GROUP="plugdev"' | sudo tee 
/etc/udev/rules.d/99-divecomputer.rules

(This assumes you are part of the "plugdev" group. On debian/ubuntu 
based systems that's normally the case.)
