continuous MXE build for Windows

Yes, I should be focusing on the release and I'm about half way through... but since the turnaround time on playing with this is so darn long, I kept interspersing this with more work on the automated MXE builds. 
As you can see from the name of the binary that's there right now, this is a POST 4.7.3 feature, of course, but those of you with access to a Windows system (or VM): please go ahead, play with this and tell me all the things that are broken :-)
