No user manual - again

Hi all:
I've been having troubles building Subsurface with user manual. No
matter how many times I set the build options "NO_DOCS" and
"NO_USERMANUAL" to OFF (with ccmake . or ccmake build), subsurface is
always built without user manual (The option "USE_WEBENGINE" is set to ON).
After the build finishes, if I check the building options again, the
relevant options are again set to ON!).
This is what I have before running the script:
