Difficulty with CSV import

Hi,

I started using subsurface recently and really like it. It works really
well with my Eon Core.

I'm trying to manually add all my old dives, but I want to just populate a
spreadsheet and import rather than trying to use the UI. But, the import
isn't working.

As a test, I exported my dives, added a dive, then tried to re-import them.
But, some dives don't show up.

My test file is as follows:

When I import, I only get three of the dives:

I have double-checked the following:
UTF-8
none of the special characters listed in the FAQ

Does anyone have any idea what's going wrong? I'm running Ubuntu 18.04.1
LTS.
