Download using BTLE to Subsurface on Windows

One of the major issues with switching receivers is that Shearwater dive computers don't have a way to 'forget' the last device they talked to.
Based on my experience, as long as your Shearwater BLE device can 'see' the device it has last connected to, it won't connect with a new one.
Yes, pulling the battery, having the phone physically turned off, etc, often work to make it connect to my laptop (or have it connect to my iPad so that I can test iOS after testing Android), but by and large it's rather challenging to make that transition.

I tried the same thing on a different laptop, a Toshiba, windows 10 enterprise, this time using 4.9.3 version of Subsurface. I get the same error -- the device mount-point is shown, but a connection between the PC and the Dive Computer is never established.
