Will this cause us string changes? If yes, then please wait until after
4.1. Otherwise, since everyone seems to agree... let's fix it.

The person who defined the current meanings (IIRC) is sadly no longer
able to argue back (I haven't checked but I'm reasonably certain this
was Jan).
