i don't see an option to change it :\.
also just tried attaching a plain txt file and the result is still:

Content-Type: text/plain; charset=US-ASCII;
name="0001-cmake-add-more-options.txt"
Content-Disposition: attachment; filename="0001-cmake-add-more-options.txt"
Content-Transfer-Encoding: base64
