Sure you want to re-invent the wheel?
I have a working import script for Smarttrak files that runs just with Apache / PHP, no cgi wrapper or other dependencies needed.
It relies on a windows server for opening the mdb files, but that could surely be done with some mdb library as well if you want to run it on a linux server.

If you would be willing to not publish the sources (tight competition in online logbooks these days :-/ ), I would provide you with the scripts that parse everything out of the profile blob and you could then form a nice xml using php to give back as a result.
