Kirigami is (or rather will be, once it's officially part of KF5) a "Tier 1 
Framework", which means it should not have any hard dependency on any other 
framework.
Marco also just yesterday said in our session at Ubuntu Online Summit that 
Kirigami does not depend on anything but Qt.
Therefore, this must be a bug in the CMakeLists.txt.

That's all I can say, Marco will tell us more.
