Cylinder list mismatch

I think the current situation is quite workable and some users might
not want any filtering.

When diving a rebreather I don't  actually switch gases and can carry a
lot of bailout tanks that don't get used but like to see what tanks and
gas mixes I actually carried on the dive.
Same with cave diving I might stage tanks on route but some are only
for safety and only get used if there was an issue.
People in the team might add the gasses to their computer but leave
them inactive / turned off so not to mess us the calculations and only
activate them if they were to use them.
